The National Quality Forum (NQF) has developed an assessment tool to evaluate whether health care quality measures are “sensitive” in measuring health care disparities. As part of the integration of equity into health care quality improvement, NQF proposes to evaluate whether current and future quality measures can also measure health care disparities. Once disparities are identified, then health care organizations can explicitly establish the reduction of those disparities as a quality improvement goal while using those quality measures.
