Community Catalyst describes the navigator program that will assist applicants in enrolling in state health insurance exchanges.   Each state health insurance exchange is required to establish a navigator program and provide training and funding to navigators so that they may assist residents in that state to apply for health insurance coverage through the exchanges.

The use of this term “navigator” under the Patient Protection and Affordable Care Act can be confusing because “patient navigators” are patient care coordinators and case managers (often hospital or health system-based).  For example, the National Cancer Institute supports and promotes the concept of patient navigators to assist patients with cancer “navigate” the health care system.
