Community Catalyst has issued this report with recommendations for promoting racial and ethnic health equity through the implementation of state health insurance exchanges under the Patient Protection and Affordable Care Act. The report recommends:
1. Ensure ongoing, diverse consumer input
2. Ensure effective language access services in all aspects of the exchanges
3. Promote robust outreach programs targeting people of color and immigrants
4. Simplify enrollment processes and protect privacy and confidentiality of information
5. Ensure robust networks of safety-net providers
6. Develop quality strategies to reduce health disparities
