Center for Connected Health Policy: State Telehealth Laws and Medicaid Program Policies

This July 2015 report from the Center for Connected Health Policy provides updates on telehealth laws and Medicaid reimbursement policies in all 50 states and the District of Columbia. 47 states and the District of Columbia Medicaid programs reimburse for some form of telemedicine. The state updates address the following telemedicine issues:

  • Definition of the term telemedicine/telehealth
  • Reimbursement for live video
  • Reimbursement for store-and-forward
  • Reimbursement for remote patient monitoring
  • Reimbursement for email/phone/fax
  • Consent issues
  • Location of service provided
  • Reimbursement for transmission and/or facility fees
  • Online prescribing
  • Private payer laws
  • Cross-state licensure
