This discussion paper from the Insured the Uninsured Project examines the important role of “navigators” as part of the implementation of state health insurance exchanges under national health care reform. As California was the first state to enact legislation establishing a health insurance exchange, the state has the opportunity to provide national leadership on developing a navigator program.
