This policy brief prepared by Covered California, the state-based health insurance exchange established through the Patient Protection and Affordable Care Act (ACA), describes the multiple ways in which the exchange will be identifying and addressing issues of health disparities and advancing health equity.  The policy brief was presented and discussed by the governing board of the exchange at its March 2013 meeting.

The policy brief describes the activities of California’s state health insurance exchange to address health disparities and health equity:

  • Mission and values
  • Health plan management, including meaningful and timely access, cultural and linguistic services, provider network, documentation of demographic data, quality improvement, and non-discrimination
  • Marketing and outreach, including market research, media engagement, and community mobilization
  • Stakeholder engagement
  • Eligibility and enrollment, including language access
  • Evaluation, including stratification of enrollment and quality data by demographic variables
