The Centers for Medicare & Medicaid Services has released draft applications for commercial health insurance, Medicaid, and the Children’s Health Insurance Program that could be used by state-based health insurance exchanges/marketplaces and federally-facilitated health insurance marketplaces to implement the insurance coverage expansions in the Patient Protection and Affordable Care Act.
This application could be used as a single application for commercial health insurance, Medicaid, and the Children’s Health Insurance Program, in both an online format and a paper application:
In the accompanying description of the draft applications, CMS expects that, in the first year of operation of these health insurance marketplaces in 2014, 3.6 million applications would be submitted online and another 402,000 applications would be submitted through paper applications. CMS calculates that it would take 30 minutes to complete te online application and 45 minutes to complete the paper application.
