This final guidance from the U.S. Department of Health and Human Services describing the requirements for language access under Title VI of the 1964 Civil Rights Act applies to all federally funded health programs and services.  Since almost all health care providers receive some Medicare, Medicaid, Children’s Health Insurance Program or other federal funding, The guidance clarifies that if the health care provider receives federal funding, the obligation to ensure meaningful access by individuals limited English proficiency applies to all the programs and services from that provider, not just those that are specifically federally funded.
