Title VI of the 1964 Civil Rights Act Requires Language Access

The text of Title VI is:

No person in the United States shall, on the ground of race, color, or national origin, be excluded from participation in, be denied the benefits of, or be subjected to discrimination under any program or activity receiving Federal financial assistance.

Citation: 42 U.S.C  2000d,  Title 42 – Public Health and Welfare, Subchapter V – Federally Assisted Programs (Pub. L. 88-352, title VI, Sec. 601, July 2, 1964, 78 Stat. 252.)

The requirement for meaningful access to all federally funded programs and services by individuals with limited English proficiency, including health care services, was affirmed in Executive Order 13166.
